Mercury 50 trim and tilt problem

I have a 1993 50 horse Mercury SN OD195073 that was working fine when I put it in the boat in the garage. When I went to use the boat I tried to raise the motor and the trim and tilt motor made noise but the outboard did not go up. Battery voltage is good at 12.8 volts. I opened the manual release valve three turns and the motor could not be lifted manually more than a few inches. The only way I could manually raise the motor to check the trim fluid level with the motor on the tilt latch was to open the fill cap. This allowed most of the fluid to come out as I manually raised the outboard. What do you think my problem is? And how do I go about filling the trim and tilt? I did remove the manual release valve and the two o-rings looked fine as does the valve. My local dealer said that the trim and tilt is not serviceable and I should replace the unit at 600-700 dollars. Any advise would be appreciated.

I had the same problem with my boat when got it, it had been sitting a long time. I topped off the fluid and helped by pushing the motor down as I trimmed it down. (Facing from the rear) the filler cap on mine is on the left of the left actuator. It kept sticky for awhile after that but it seems to work fine now. I think they just freeze up with no usage. :)
