Do you have power trim?

If no, the trim/tilt should move absolutely free and easy, just affected by the weight of the motor.

If you do have powertrim, the hydraulics are meant to keep it in position and you can pull and kick all you like - it will stay there!

Without powertrim there is a lock to prevent the prop from being drawn out of the water when in reverse. This lock grabs the tilt-pin when in neutral or reverse.

Put the remote or gear lever in forward and it should be free to tilt.

With the motor in Forward if it still will not tilt you must manually lift the reverse tilt locks. They latch onto the tilt pin and sometimes do not raise if the little spring is missing. I learned this last weekend after hitting a log and apparently losing the spring in the process.
