Mercury '82 90 hp inline 6 carb flooding issues

Hey there boat guys. I'm baffled. I have rebuilt all three carbs, installing new floats (with new springs), new seats, and new seat plugs. With the muffs on in the yard the motor seems to run great. As soon as I get it on the water and hittin' a few waves one carb (at least) will invariably start to flood. I have adjusted the plug and seat tolerance by blowing in the gas inlet with the carb removed and slowly lifting the float until air is dead ended. I can continue to play with that same tolerance and hopefully resolve the issue, UNLESS one of y'all can think of something I'm missing, which is what I'm hoping for. New carbs are outrageously priced, and quite frankly these carbs are in great shape. Any thoughts?.....I'd appreciate any and all you can offer.
