mercury 90 won't turn off

I have an older mercury 90hp inline 6 probaly 1989, I just hooked it up and got it running but now engine won't turn off, both off toggle and key won't shut it down, is this a throttle control problem or could their be somthing in the engine, any help would be appreciated, thanks

Check the black/yellow for ground when the key is in the off position.<br /><br />TMD

How do I check the black/yellow for ground, where is that wire, thanks alot for help, just a beginner here
