Sure, you can clip the cable and jump positive to green and negative to blue. It is not the best solution and not one that I would do--extra connections to corrode and fail. But, if you feel it is your only choice--
You can use a separate battery--you don't need the one in the boat. Don't cut too near the tilt motor: Leave enough wire so you can attach bullet connectors. Afterward, use shrink tubing bullet connectors and for extra insurance cover the connection with silicone RTV. Later, if you need to do it again, you can scrape off the RTV and disconnect the bullets.
Of course, this assumes that the relays are bad and not the motor itself. Depending upon year, there are several other options for lowering the engine.
