Mercury lower stuck in fwd after impeller change

Hello I have a 1988 115 mercury in-line six. I installed my lower unit with the shifter shaft in forward and my shifter on the motor in forward. I discovered that the lower unit would not shift into neutral or reverse. I dropped the lower unit and when I turned the driveshaft and clicked the shifter from forward reverse to neutral the prop only wants to spin clockwise while turning the driveshaft. I cannot get the prop to do anything but turn clockwise. It clicks when you turn it backwards. By the way I have what’s called an easy shift lower unit which clicks from reversed neutral and forward without spinning in a complete circle. I would appreciate any help thanks Ken
