mercury oil pump

I have a 93 60 hp mercury, stripped the bleeder out of oil pump,after installing new oil tank,now tiring to replace oil pump, is the lower cowling removable to access the the pump? The mounting bolts are Phillips head and are very tight.Are they installed with loctite? Please send your suggestions!

I finally managed to get a replacement bleeder screw that fixed this problem, but unsure if bled properly,will run mixed fuel tank until i see the oil indicator level window go down .waiting for your comments or suggestions!
