Check to make sure the actuating cable is moving the parts on the motor the full amount.

If that checks out OK disassemble foot section and look for loose, worn, or broken components.

ljonkers

You did not say wether this is a known problem or has just started. Are you sure it is coming out of gear or a spun prop hub? Additional information would help. As suggested above check you shift cables and linkages.

Suggest as first step that you temporarly disconnect the shift cable at the motor. You need a buddy for proper operation.

Ron has the correct starting point... disconnect
cable and see if you can shift motor manually.
if it works, time for a new cable, if problem
persists, time to tear apart lower unit and
inspect clutch dog.
good luck,
M.Y.
