Mercury Voltage Regulator Check

I have a carburated 1995 Mecury 200 with dual voltage regulators. When running at anything over idle speed, the voltage starts at 14.5 volts for approximately ten seconds, then jumps to over 16 volts and stays there. I verified this with a multi-meter. Could the problem be anything other than the voltage regulators and, if not, do I have to replace them both?

Wilson, it is a regulator issue, nothing else will cause this....you could try unplugging the 2 yellow input wires to one of the regulators and see if the overcharging stops...if not, try the other one. Would suggest changing both, you will probably be buying two before the year is out anyway....
