Metal Flake paint is flaking/peeling

I know this has been asked before. But now I need advise on this. I just bought a Bayliner Bass boat and of course the last owner did not take good care of it leaving out in the weather. Most of the top still looks good but there some areas that are DULL and some areas that are flaking/peeling. I called a local body shop and a MIN. cost to reclear coat the boat was 1k and most likley would cost more. I would like to hear from people that have had this same issue and fixed the problem themself without costing a bunch of money. Mine is a royal blue with silver metal flakes.
