mid 90's mercury 25 hp flooding bad

My mercury outboard will not start with the fuel line connected. If I pump the the fuel line ball I can see fuel squirting from the top of the carberator just below the electric choke solenoid. I tried to add carb cleaner through the fuel filter bowl but haven't had any luck. We assume that the float is stuck to the bottom of the bowl and is not shutting off the gas. I have no experience with outboards so my assumptions are just guess work. Anyone have any ideas? I'd really like to avoid taking the carb off.

Have someone squeeze the primer whilst you thump on the bowl with a screwdriver handle. Be gentle, or you will cause more ailments than you fix.<br />But this may be enough to seat the needle valve.If not, there is no way around removal and cleaning.

12Footer is right. <br />If tapping on the carb bowl doesn't solve the problem then the carb will need to come off to be repaired.
