Minn Kota Riptide Troubleshooting rapid clicking / crackling noise

Troubleshooting a Minn Kota 24V Riptide trolling motor, any constructive advice is appreciated! Here is a link to my youtube channel showing (mainly audible) the issue.

Here is what I know from troubleshooting so far:

-Intermittently will work fine
-Intermittently will make the clicking noise
-Intermittently will not work at all
-Receptacle has 25 volts steady on multi-meter
-Wiring on trolling motor side of plug has 24 volts steady on multi-meter
-Hot wires going into the circuit board have 24 volts on multi-meter
-When it was not working at all, the red wires coming out of circuit board showed 1-2 volts no matter the handle position.
-When it was not working at all, the hot wires coming from the trolling motor plug red 24 volts when the handle was in the off position and then would read 1-2 volts when the handle was moved to any power setting (this made me think it had a short somewhere).

I'm thinking its the circuit board but am open to suggestions?

Sounds like a Geiger Kota to me............that thing is detecting fish ionizing!!

Nah, j/k........Sounds actually like all or some the Relay's are chattering (rapidly being turned on and off which is not normal), which are driven by a controller board (micro controller), which has/is probably going insane due to...........

Board clean, not corroded? Interconnects tight and clean? I think I see a flex cable (white flat cable), that thing tight in its receptacles? Solder joints look ok?

gm is THE local TM messiah, he might know or have some thoughts?
