Minn Kota trolling motor not working.

Just bought a new (used) 2018 Crestliner Bass boat. My trolling motor has been cutting in and out for the past week. Upon closer examination I noticed that the rubber coating that Encapsulates the wiring from the peddle to the motor head had a 2 inch section wrapped in electrical tape. When I removed tape the image below is what I found.


-any info would be greatly appreciated if this could be causing my problem.
-Also my breakers at both trolling motor batteries continue to pop.
-fix it suggestions would be awesome if you think this could be the problem.

With just this picture, hard to say that is your problem. However since it is a bad repair of bare wire, I would certainly check everything in that area. If you own a meter, you can track down the problem and know for certain when you do find the intermittent issue. But I suspect that area has your answer... JMHO
