Mismatched Model Numbers? 90's Evinrude 25HP or 60's Johnson 18HP?

Is it possible to have a different motor than what the ID plate would indicate? The part that hangs on the transom that has an ID plate reads " Model FD-14" then below it "Serial 2028335". I haven't been able to make any progress on the serial number, but googling "Model FD-14" takes me to a 1960 18 HP Johnson motor. The back of the cowl on this one says Evinrude 25 and it visually looks similar to some of the late 90's 25 HP Evinrudes. Any thoughts on how to better ID this motor?
Unfortunately, someone decided to spray paint it black, so it looks like the original colors are a dark blue lower unit and a white cowl.

That makes me feel better. Here is a picture of the plate that was in the green circle above. If it's not an FD-14, anyone know what it is?

What's it say on the round disk? That would be the "real" serial number.

That stern bracket has been replaced from one from a FD-14 (see the white paint?)

The plate is easy to remove from any motor.---Easy to install on any other motor.----Decals on the cowling were used in 89 / 90 / 91 according to one decal seller.

You guys are the best. That circle plate said G295008. I assume that would be the serial number? I've been searching online for the past several minutes and that doesn't seem to have enough letters to make sense from the model number lookup standpoint. If it is the serial number, how would I go about looking that up? I can't see much online for a serial number lookup.

They used to put model # and serial # on those discs. -----That is the serial # and it can not be used directly to find production year !

I have never found a production/date list for the "G" serial numbers. I think "G" means it was made in Calhoun, Georgia, but nobody has confirmed that for me.
