miss firing or carb?

I have a 1999 25hp johnson,J25RLEEB--It starts first pull,idles evenly,but when I increase the revs,it pops and splutters.sometimes it over rides the splutters,sometimes not.
Does it sound like one of the coils under the flywheel is acting up,or the main coils,or the carb.
I have found the parts diagram for the flywheel and magneto coils,but not the part numbers,or what they are called.
There is also a stator.
It's a decent engine with very little hours on it.
New plugs,new fuel pump and fuel pipes and clear inline filter.
I have had the carb off and cleaned it with carb cleaner and blown it out,set the float in the bowl.
I'm not sure how to 'Dial' the carb in and tune it.

May be a lean sneeze.. open low speed mixture needle jet on side of carb and see if it smooths out.. good luck!

You should be able to find the idle mixture setting procedure in the (Seloc) manual at http://www.boatinfo.no/lib/evinrude/...inrude.html#/0 ......... (but you will soon realise why an official factory manual specifically for your model would be better)

Just looked at the parts for the JR carb and the primer setup.On my motor there seems to be a 'T' piece missing on the primer fuel pipe system.
This motor was running a bit iffy when I bought it,but I was confident it was just a dirty carb issue,looks like I was wrong.
The primer fuel pipe setup is run totally different to the parts diagram.
Do you think this could be the problem?
