I'm rebuilding my carbs but there is a part that is showing on the diagram that is missing from both my carbs. It is part number 39 here:

Any Idea if this is normal or if I can do without it

I would not worry about those inserts. Actually they cause problems by collecting debris that plug up the tubes.
Just be sure all the metered holes are clear. If the carburetors have had water in them you may have to use some acid to break up the calcium deposits. Look at the power valve springs #33 closely that they are not rusted or weak.

Good to hear

fortunately they have remained dry

"metered holes". are these all the little passages in the body of the carb and throttle body or are you refering to the holes in the tubes of the venturi cluster?

The Venturi cluster is usually the ones that get plugged. Since you do not have a water issue then the power valve springs will be good also. I always squirted some Wd 40 or something similar into the float bowl to check out the accelerator circuit before installing the carbs.

I'm replacing the accelerator pumps. And I'm not really sure if I know how they work anyway. I assume when the throttle is opened it pushes fuel through some circuit but beyond that I'm sill in the dark.

After #s 42-43-&44 are seated mount the Venturi booster then with some WD 40 in the pump well push the pump plunger to check he accelerator circuit is working.
