The "S" is there to confuse and worry you. Seriously, it denotes any mid-year engineering changes---IF---there were any changes. Only matters if you are ordering the parts affected by the change. The parts book will tell.
I'd have to check, but I'm thinking the '64 is supposed to have a hot-air choke, not a hot-water choke. The hot-air ones worked pretty well, but the first year had a wierd override switch. Most people swapped that out for a conventional choke switch.
EDIT: Ok, I checked, and the 1964 indeed came with a hot-air choke with override switch. While I was at it, I also noted there was a "R" suffix, as well as the "S" suffix. The changes were in the throttle cam, carburetor body,carburetor main nozzle, and orifice plug. As I said, the parts book tells the tale.
