Morse control very stiff

I have a Morse side fit control (309473) and it is very stiff to move, when increasing throttle power. The handbook tells me to remove the cover and loosen the damper. I have taken the cover off, around the lever, but found nothing that looks like anything I can loosen. Any advice please on where and what I can do ?
It works perfectly in all other respects.

disconnect the cable at the motor, and try it. if still stiff replace cable.
