Motor accelerates on its own

I have a 2000 Johnson 115. When throttled to about 3500 rpm, the motor will rev on its own to max,
Throttle also feels a little sticky, not sure if contributing.

Are you revving it up in neutral ?----If yes , why are you doing this ?----It proves nothing.----It is a good way to destroy a motor.

Racerone, thanks for reply,
yes. In neutral water supply connected was running motor putting sea foam through it. I gave it a little throttle and it took of on its own.

What is your motor doing / not doing that leads you to perform this procedure ?-----If you have motor issues what trouble shooting has been done ?

The motor has not run in two years and I finally got it going. Ran fine with no additional throttle. I wanted to be sure that the motor would at least do above 1000 RPM so when I did lightly push forward once it hit 3000 it continued revving higher until I completely pulled back.
Started with the throttle cable as may be a possible issue but aside from being a little sticky, seems fine.
I guess at this point I’m wondering if it’s some type of carb issue. Ty.

Was motor stored with mixed fuel in the carburetors , yes or no ?-----Stabilizer added ?
