Motor cover insulation- What is it's purpose?

I recently purchased a 1980 75hp Chrysler outboard. It seems that the foam insulation inside the cover has been removed. Is this for sound insulation, does it provide air filteration for the air intake?? I read a similar forum that suggested not to replace the misssing foam yet no one has really answered the question of what is it's actual purpose?

The one thing that I did find is that my 50 hp sucks the crumbleing foam in the carb intake, clogging my fuel screen on the fuel pump. I simply cut it away! If you consistantly find debris in your screen check the foam? Hey it helped me? Stuart
