My 1977 70 hp Evinrude sank on boat. I pulled it out in 8 hours,pulled the plugs and inserted some oil, cleaned as many contacts as could and tried to start it. Engine turns over once and then hesitates before trying to turn over. Positive pole very hot after this attempt. Would appreciate help. Thanks

Take the plugs out and crank the motor with some penetrating oil in the cylinders. You'll have to remove the carbs and blow them out. Remove the flywheel and blow out the ignition plate. You might get lucky and it'll run, but, prepare for a tear down.

Best way to remove water from engine parts it's to use alcohol, lot of alcohol, just give motor alcohol bath. The alcohol absorbs water, then compressed air blower and fogging oil or WD 40. Take out fly wheel, starter and starter solenoid. Starter and starter solenoid need to be disassembled and water removed same way.
