Motor Mounts am I being snaked?

1988 Johnson 25HP, Machanic says there broken. One rubber mount on each side with a 3 screws holding it on. Before I bring it to him, I removed bottom half expecting to see a broken bolt in the middle of the two rubber pieces but there was not. Not even a hold in the middle of the rubber pieces. The bolt has a flat washer attached to the end, and the rubber pieces are sandwitched between. Are these broken?

Are we talking about the upper mounts or the lower ones? There are three upper ones and three lower ones. On all three upper ones, there are metal pieces bonded to both ends of the rubber cushion. The lower front is similar but the lower side mounts are only bonded on one end.

Yes, if the rubber tore loose from the metal piece, it is broken.
