Motor not starting on 95 evinrude 200

Alright , so I have brand new batteries , new starter and new starter solenoid .. When I turn key to start up , you can hear starter spinning , making buzzing sound but motor will not turn over .. It's a 95 Evinrude 200 on a Hurricane deck boat ..

Are all the connections clean and tight. Is the battery installed correctly ??

The Bendix gear might be sticky as well.

Yessir. Batteries are correct and all connections seem clean and tight. Not sure about Bendix gear

Look and see if the reduction housing is cracked on starter........
