motor popping up in reverse

I have a 25hp tiller handle and every time i put the engine in reverse the motor pops up out the water and i cant get it to stay down. How do i fix this problem?

The motor being free to tilt up is a safety feature. If you were running forward and the motor struck something underwater, it could tilt up and hopefully not be damaged. In order to avoid the motor essentially pulling itself up out of the water in reverse, (which is what you are describing)there there should be a tilt lock lever on the front of the motor. Check for a thumb lever on the front of the motor
