Have a 1998 250 holiday cadorette 9.6 beam 350-260 hp. runs 4200 rpm with 15.5-13 pitch is this the best i can get.

Welcome aboard, Sir!
I'd check tach for accuracy or install a new one if it's more than 5yrs old...
Should be in the 4600+/-, maybe 4800 range.
Have you had a tune-up recently?
Sounds like a bit small on the pitch, but maybe that rig is a hard puller.
