motor running bad

86 evinrude 50 hp.boats been siting up for 2 months.I never rode in the boat before but they say it ran good before being put up.Replaced spark plugs already.the motor has a bad pop when its runing but seems to rev good.When I put it in the water it bogs down bad.the boat won't even plane up.It sometimes trys to go but bogs right back down.tryed adjusting mixture screws but nothing helps.Also I have air in the fuel lines.Is that normal?

Normal for the bulb to get soft while running, as long as its not collapsing. Once the engines fuel pump {VRO pump in your case} gets primed then it sucks fuel by a pulsating diaphram. There will be no more pressure in the line than in a siphon. The fuel pump is creating negative pressure on one end and atmospheric pressure is forcing fuel in the other end. Maybe its time for a carburator overhaul

I would check hose clamps and fuel line for cracking. If motor is sucking air through fuel line it will run bad.
