Motor runs at low rpm (2800)

I Have a 88 90 hp mercury 3 cylinder. It has sat all winter but was suppose to have been winterized by marina. I put a new gas hose and bulb on, when you push the throttle forward the rpm will go up good and run for only a few seconds then go down to around 2800 and stay there when I let it idle for a little while it will start out good then back down to around 2800 rpm again. Any ideas what I should start with? Fuel pump? fuel filter? carb bowls? gas tank? Thanks for any help you can give. Steve

Sounds to me like you Know where to start, you just need some confidence. It sounds like a total fuel situation to me. Also check your gas tank vent. Dirt Dobbers loves those houses when they are in dry storage. You have listed everything I would start with. Check out that vent first, if clear, see if it is sucking air through the fuel line somewhere. After that, follow your list and post results.
