Motor speeds up when choke pulled?

Warmed up the 1975 Evinrude 25 in the driveway, and tried to kill it by pulling the choke. To my surprise, it sped up. Is this normal?

Yes, because it has a "throttle kicker" link that opens the throttle slightly when the choke knob is pulled. This is to give more effective choking and easier starting.
