Motor too easy to turn

Hello everyone:
I have a 1997 9.9 Force. I'm afraid to let go of the tiller handle when up on plane in my 14' aluminum boat because the steering is too loose. I've tightened the friction clamp as tight as I can get it and the motor is still too easy to turn. Even when I'm trolling I have to constantly push the motor back to center. There is some friction but not enough. Does this mean that I need to replace the friction clamp and if so how hard is it to repace?

Possible the shoe or friction plate under the clamp is wore out.
It's not an easy job to get to that part.
Good thing is the part is still available.
To rig it to use.
A couple of really strong bungie cords tied to the corners of the boat.
Will keep the motor straight and allow for turns.J
