motor will not tilt down

I have a 70 HP Mercury outboard. The year is either 1990 or 1987.<br />This morning I went to go for a boat ride and I wanted to tilt the motor down to start it, but there was no response on the toggle switch on the gear shift. It would let me tilt the motor up but not down. Where to I start to determine where the faulty part is.<br /><br />Also I undid the screw to the hydrolic fluid and I could not see any, but I did not put in anything to see where the fluid level was. How much hydrolic fluid should be in the chamber.<br /><br />Everything seemed to work OK last night when I docked.

Same problem last summer. Relay was worn out. My o/b is a 94/60 mariner with built in relays(2)<br /> located below rear of power head. Some motors have external car type solonoids. not sure which type your engine has. I would check them out first. In my case the parts cost 20$ plus at dealer and 4$ at Princess Auto >You are from Winnipeg so you should be familiar with that store. Tyco or Accu 30 amp 5 pin relay with seperate 87 and 87a pins.
