Motor won`t stop running!

Started my boat for the first time this season. Last year it would idle rough and die all the time. Not good when your trying to dock it! I took it to the local marina last year several times, they didn`t fix it. I thought I would install a new power pack this season and see if that fixes it. When I tried starting it the starter wouldn`t stop turning even when I turned the key off. I started running around like a mad man looking for a wrench to unhook the battery. The starter stopped on it`s own. I thought maybe it was a fluke, maybe starter soleniod stuck, first time starting this year and all. I cranked it again, it started, seems like it was running good. Too cold to take it off the trailer and test drive, will wait till weather gets warmer. I turned the key off and it just kept running. Pulled the kill switch still kept running. Had to push in on key to kill it with VRO pump. It`s a 1986 90 h.p. Johnson. Did I get a bad power pack? Do I have a bad ignition switch? Do I have a bad ground somewhere?

The kill wire is the black and yellow wire running to the powerpack. It is activated by pulling the emergency kill lanyard or turning the key to off. Either will ground the kill wire and prevent the powerpack from firing.​

If neither works, trace the wire from the powerpack to the control. The two "M" contacts on the ignition switch need to close when you turn the key to off; one is the ground and the other is the kill wire. The emergency kill switch is wired to the same terminals at the ignition switch.​
