motor won't move

Hello; purchased a 2013 Bayliner Element. The boat is in great shape, had the motor serviced. Fired it up with hose attachment and no problem. Tried to turn the wheel and it won't budge. does prop have to engaged to do this or is there something wrong?

Ayuh,..... Welcome Aboard,..... Disconnect the steerin' cable from the motor to see which is seized,...

Hi Bondo;
Went to my savings grace YOUTUBE and found a couple videos that were perfect. I just had it serviced by West Coast Marine in Oxnard CA and would have thought that they would have checked this. Anyway, I disconnected the arm and found the shaft tight but could get it to turn, cleaned it with WD40 Greased the shaft and worked back and forth. I also have a power greaser from my Harley days and shot some in the fitting. Seems to be working ok but I'll have a different service shop check it out.
