motor wont shut down

I have 86 bayliner with a force125 ob,when I turn the key to off,it keeps on running.i tried removing wires to the ing.sw. but it wont shut down,tried new ing.sw. same problem??second problem the bracket that holds the coils and cdi is just holding on by its wires,it has 4 rubber round standoffs on the back of it,just cant find out how it attaches to anything?? model 1251xcb ser.2212

The white and blue wires are the stop circuit. Double check to see at the engine if the blue wire is connected to ground. Usually it is jumped from its own terminal to ground by a jumper strap. At the switch, white attaches to one "M" terminal and blue attaches to the other "M" terminal.

You can also as an emergency shut-down use a piece of wire and jump white to ground.
