motor wont start

I have a 89 3.7litre mercuiser 4 cyl that wont start. Started bogging down as if starving for fuel...i replaced the fuel filter and it ran good for a while....then it stalled and will not start...I'm thinking fuel pump but they say its pretty rare...any suggestings? Also, anyone know whether this is a Ford or Chev engine it seems pretty rare as most 165 hp mercs are 6 cyl as opposed to 4?

this is a merc built block with ford 460 head i think the rods and pistons are ford also. sounds like possable water problem. ways to check 1. remove carb remove top and look 2. remove some fuel from fuel tank at the pick up have old outboard fuel hose? hook to tank and pump into clean bottle check for water. have you checked filter in carb there may also be a spin on filter/strainer also in bilge area..
