Motor wont throttle beyond 2800 rpm

So I have a Volvo Penta 5.0 gxi C motor. I just installed a remanufactured long block. The motor starts right up and idles fine. I Engage The Drive and the RPMs barely move I push the throttle forward and the boat takes off. I get to about 25 to 2800 RPMs and the motor starts surging and shaking.
I have torn down the fuel pumps and cleaned the screens as well as remove all the paint. The low pressure pump has 14 psi and the high pressure pump has 85.
I removed the pressure regulator and installed a new one. Now the high pressure is 50psi. I also installed a new fuel filter. Tank has fresh fuel

There is a new cap, rotor and wires. Initial timing is set.
There's a new knock sensor. I dont know quite where to go next. I thought about limp mode so I removed the temp sensor wires and no change.
I also removed the oil pressure sensor wire and no change.
Any help would be appreciated guys

So I'm on the lake right now trying to figure it out and I have gotten it up to 3800 rpm and finally on plane but then it does out and if I keep it on WOT it starts to backfire and bogs down to under 1000 rpm

Ok so I have tested the map sensor and it puts out 4 volts dc, with 5 inches of vacumn it went to 3.3 vdc then 2.6 with 5 inches more and 1.8 then 1.1. If I am correct that should be fine.
I also since this is a new long block I decided to see if there was an intake leak. While it was running I sprayed starter fluid around the intake to make sure there was no gasket leak from the install.
Anyone else possibly have a suggestion. I certainly would appreciate it.

Have u checked if u have any codes? What mefi do u have?

I dont have a code reader so I am not sure if what I did was right. I inserted a paper clip between a and b. Then ran light between e an f. Nothing came up.

the module is 50IAFM/02US02

F on your data port connector should be positive. The paper clip should put it into base mode and your light should blink once with a pause then twice indicating code 12 for base if I’m not mistaken

Thank you SD. I found the issue...it was a bad wire on the low pressure pump causing the pump to sometimes work. I really want to thank you for your assistance.
