mounting swim ladder without through-bolting?

Hi - Any advice on ways to securely mount a swim ladder to the transom if you can not through bolt. The two step folding transom ladder has four small mounting brackets, each with two pre-drilled holes. I am unable to reach far enough under the well to reach the inside of the transom... Any suggestions would be appreciated!

What kind of boat do you have that you can't access the inside of the transom? No back panels to remove. No little grandson to get down on his belly and wiggle his way back?

If the force on the ladder were toward the transom I might use staineless screws with a sealant. But the forces on that ladder are away AND downward, so I would not be happy with that idea.

Maybe someone else has experience here.

The swim ladder on my 1990 Astro Fish n ski is anchored to the boat on the cap and the transom with screws. Has held up well for 16 years.

They used lag screws on mine.
Between missing the wood and some corrosion, and not using any sealant, it leaked like a seive.

Removed it, sealed it, painted it.
And now use a portable ladder when needed.
