My 1974 merc dies when I try to bring it on top

I have a 1350(135) for some reason when ever I go to plane my boat it dies like its not getting enough fuel. I dont know how to mess with the spark advance or anything like that. Any Ideas or suggestions would be great. I have had the carbs rebuilt, fuel pumps have bee rebuilt. Replaced tank and fuel line with all new stuff. Im at a loss.
