My 1998 mercury force outboard isn’t idling

after reading a few threads of people with similar issues, I feel like adjusting the idle spreed screw is going to be the fix, but it says you MUST readjust the control cables. (This is done where the cables are anchored inside the cowling.)
how do I adjust the control cables ?
is it super tricky? I’m kinda new to mechanics so I just didn’t want to mess it up bc the boat is running really good otherwise. I’d just like to get idling so we can pull skiers behind it :)

The trouble shooting starts with a compression test.----Post your numbers.

Adjusting the cable: unhook it, then turn the black barrel in or out then replace.
