my 6hp evinrude wont rev up

I had my fisherman 6hp out this weekend, after rebuilding this winter. new coils,plugs,cleaned carb... starts one pull, idles great when i go to fast it doesnt rev up starts to bog a sputter... any ideas

Assuming that you have compression and proper spark. Did you manually clean the high speed jet with a piece of single strand steel wire? If not, do so.

Does it smell likes it running rich when it starts to bog?

Yes it does smell rich and smokey, I pulled the carb apart and soaked it over night in gun wash and reasembled it a month ago, i wish there was a adjustment on the high speed jet... do you think it electrical or should i pull the carb again...

Yes you are going to have to pull carb off again. I wouldn't thing high speed jet is plugged on the account of getting to much fuel. What comes to mind is, on the high speed jet, there is a flat rubber seal that goes on it Pryor to installing float bowl. If that seal is not there, it will smoke, bog and not rpm. If that sounds right to you, now you know what to do. Post back and let us know what you find.
