Those are low speed adjustment screws, are you sure the carbs are your problem?
Have you checked to see if you have spark to all cylinders, is the compression OK on all cylinders?

compression is 95psi in all four cylinders...i dont know that the carbs are my problems but im just trying to see if adjusting this will help me...im going to rebuild the carbs in the coming week but then i im sure im going to run into the problem of link and sync.

go to a public librairy and locate a service manual that coversd these old engines.looking at the pic it is newer then 1960 since it has fixed High speed jets. seeing a choke solinoid tells me it is newer then 1963. This engine has a 2barrel carb. Idle mixture needles, there are two of them, and are visible in the pic. My manual says normaL position is 5/8 to 1 1/2 turns open. link and sync is not too complicated on this engine, but complicated enough to require a manual with pics.
