So I ordered a used ARCO for $45 which came off a '92 115HP. I figured it should be OK being it was at worst the second starter on a 20 year old boat and looked pretty clean. On the other hand, I could of had a NEW starter from DB ELECTRICAL off ebay for $64. Thing is I know ARCO specializes in marine and I'm already dealing with a 25 year old motor, might as well save $20. Did I make the right decision ?

Haha, kinda funny that you ask after you buy it! I hope it works out for ya. First thing a starter typically does when the amperage is not making it there is not engage, just spin. I have found corroded terminals, corroded battery wires, starter wires, bad grounds, loose connections, and all that jazz cause this issue. Have you already ruled all of that out?

Not sure. It spins pretty good and I banged on the casing while trying to start it but no go. I was out there while talking to the tech support guy at Evinrude and he acted as though I should be able to manually pull it up but it was locked in. He thought get a starter. So assume I needed a starter, used ARCO over DB Electrical yes or no ???
