My steering feels very tight!

I have a 130 Yamaha and the steering feels very tight. The boat hasn't been used in a bout 2-3 years. What can it be? What should I do to loosen it up?

I bet the grease is sticky thats the way my 6hp is try greasing it till it comes out where it turns you probly need to just keep moving back and forth heat it up with friction not forsure if u can get the old grease out the grease on mine at the neck is hard from drying out not useing try moving back in forth for a long time nonstop long as u dont hear or feel grinding u should be alright thats good its tight just break it back in and check on if you can repack the bearings with new grease

It could also be your steering cable. Try disconnecting the cable from the motor. Turn the motor by hand and then turn the steering wheel back and forth. You should be able to feel which one is causing the problem.
