Mystery wire near coil (see picture)

1987 Bayliner 2.3 OMC

I was troubleshooting my choke not working when I stumbled on a pair of wires that connect to a clip. The clip was not attached to anything. See link to picture below. With the key in the run position, I didn't get any voltage readings off these lines. I'm wondering if they should be connected to the coil, because they seem to be the right length for that. Can anyone shed some light on this???

Kinda looks like the wires that go to the esa switch.

It kills voltage to the coil, so as to slow down the rpm's so the clutch dogs in the outdrive can dis-engage. In my 88 OMC manual, those grey wires go the that switch, and the esa module.
