Looks to me like some cabling of sorts passes through there?

I've made grommets like that from old truck Bedliners, and semi truck mudflaps before.
Turned out pretty nice....I think the mudflaps are better imo.

if its for something like a hose or wiring to run through go buy some vacuum hose at a local auto parts store and slit it down the center and fit it over the aluminum all the way around to get it by until you can find a fitting, but it looks to be plastic so doubt they would call it a grommet but im not sure what they would consider it or where to buy one

Its kinda hard to see but I have an extra one of these from my resto. I can get dimensions if your interested.

It protects motor wiring from chafing where the wiring passes thru the aluminum splashwell. I'm suprised they are not more readily available. I would have been more careful taking them off. Thanks!

I kinda thought that's what it was. You can get it right here on iBoats in the Marine store. All you have is the cover plate. There's a boot that goes with it.

You can get reinforced rubber strips like the ones around the lip of the cuddy hatch, again at auto parts stores.
