I'm having trouble with tilt and trim if that's what you call it .
1)I belive I have manual tilt (not sure)
2)I is very difficult to lift motor I don't see how you can possibly lift from inside the boat.
3)I guess you lift the 2 tabs they move in conjuction with each other because they are connected. So I guess you can lift one but first you must lift motor a bit to move it . Then lift motor let go of tab and it will stay up .
4) When lowering motor lift a little bit lift tab and motor will drop but how does it lock, I see you need to put pin in adjustment hole and I guess the two hook clamps should lock on it so the motor doesn't fly up when in motion. But how does it lock, from outside the boat when I lower the motor it doesn't seem to lock when I push it I don't want to crack back of boat .
I see a rod going from the two hooks near the spring going down to the lower end towards the propeller I'm thinking It locks automaticly when you put it in gear. Need some good advice not too clear in repair manual if you can help I would appreciate it thanks...

Can you give a better description of the motor you have?
size, year, etc.

I'm not really sure what you mean by two tabs that move in conjunction with one another.

Give us a little more to go on and someone here can certainly offer some advice.​

With the tilt pin installed, that motor will lock down unless you put the shift into forward. The reverse lock lever should be adjusted to make this happen.

The shock cylinders make it hard for the motor to be tilted up. There are small steel levers on the midsection to lock the motor in th etilted position, provided you are strong enough to tilt it manually

The tabs are what hold the motor up in tilt position. Like Chris said, the clamps are reverse lock. When you are in neutral or reverse the motor is locked down so it doesn't fly up when you are backing up. In forward it unlocks so the motor will move up if you hit something.

I am in the same position you are. My reverse lockdown doesn't work either. I have a book that shows the position of a cam that pushes the rod you think holds down the motor. you have to remove the drive unit to fix. I'm 5'5" tall and weigh 135lbs. I can tilt my 85 hp from in the boat it takes alot of body english to get it moving.

Whew, rough one, but the Rickster got this nailed here. Everything probably works fine, thing is they are AWFUL heavy to tilt up from the boat, heck, hard outside the boat!
