Now we're getting to the issue. I would definitely find out from the manufacturer what the rated max HP is. If you over power a boat your getting into issues of insurance (can you get it?) and liability. I you were to get in an accident, some sharp lawyer would check to see if the boat was "grossly" overpowered. Grossly means 1 HP more than Max.

I would get the 'Yello' plate and not overpower. You'll need it to sell someday and any experienced boater will not buy it...when the time comes. Don't compound your problem.
