need diagnosis on 6hp evinrude

i have what i think is a 1976 6hp Evinrude model 6604a. i bought this thing from a fellow duck hunter because it was in my price range, and he had upgraded. the first time i took it out it ran great, i had some trouble with throttle linkage early on but now have that fixed. i've probably put twenty gallons through it since i got it.

a couple trips ago it started acting up. it will start up just fine, or as fine as i think a thirty year old motor should start. and when its in nuetral i can rev it up all the way. its a little boggy though accerlating. but when i put it in gear i am probably only getting a quarter to a third of the rpms and power. i have changed my spark plugs twice. (they're oily, but no carbon build up -maybe i haven't ran it enough to build it up) i've changed my fuel lines inside motor, and line with the bulb from tank to engine. i've put fresh mix in there. not sure what else to do. i'm trying to stay low budget, as most college kids are, but love this little rig and want to get it back on the water again soon.

i've done a little talking and researching and was wondering if this could be a points issue. i know nothing about setting points.

any suggestions? thanks for your time and advice.

You should test to see if you're getting spark to both cylinders first. You can get a spark tester at the auto parts store. If you're not getting spark, then you will have to pull the flywheel off of the motor to get at the ignition parts.
Also, try not to over-rev the motor in neutral. It may blow up rather quickly...
