Need help 60hp on pontoon

I have a 2021 SundTracker pontoon that's 18' with a Mercury 60hp 4 stroke engine. 11 p[itch prop gets me 15mph and 5000rpm WOT. I tried a 15 and a 13 pitch and got no more than 12mph and 3800rpm WOT. Can figure this out

???-----The boat moving on the water is the LOAD on the motor.------Your motor produces POWER to match the load.----At 3800 RPM your motor is NOT producing 60 HP.-----There for you have to reduce pitch to get motor running at higher RPM.-----Try a 9" pitch and see what RPM you get.
