Need help again-77, 35hp

I got expert advice last time I had a question on this forum and now I need help again. I have an electrical problem with my 1977 Johnson 35hp. The starter will not work when I turn the key. I have checked the solenoid and circuit and I can make it work if I jump the cold side of the primary on the solenoid to ground. So it looks like it has something to do with the interlock that keeps it from starting when it is in gear or the throttle is set too high.

I see what appears to be an electrical switch on the starboard side of the motor that works off the interlock arm. It has an adjustment screw. I have tried adjusting the screw all the way both ways but nothing changes. I am about to take the switch out and test it but thought I would ask the experts if I am on the rite track or if I am off on another mind bending dead end.
