Need help figuring out livewell hookup

Hi, I have an 84 bayliner cuddy Trophy 21ft. It has a livewell that I think the previous owner tried to "fix" Here is whats going on, the livewell has an upper inlet and drain and the hoses come to a tee and then exit the boat at the painted waterline. The fittings look to be factory so thats a good thing. I'm trying to figure out where the pump went to fill the livewell, and since the the outlet is on the water line, the last time I had the boat out the fitting was above the actual waterline. Do I fill the livewell manually and install a circulation pump, and let the water out when done? Seems odd to have a inlet fitting but not have a pump to draw water in.

Does anyone have a picture showing a way to plumb the livewell?

There are several ways to plumb a livewell, but usually you'll have an inlet pump that's below the waterline mounted on the transom. Turn the pump on - water flows to a sprayhead in the livewell. Then there's an overflow in the livewell, that will exit at some point below the level of the livewell (doesn't necesarily have to be below the water line) - the overflow has to be left open whenever the livewell is in use. Finally there's the drain line from the bottom of the livewell to the exterior of the boat. It's possible that the overflow and drain are T'd together, but most aren't.
